The Separation of Waste (England) Regulations 2025

Effective from March 31, 2025, introduce requirements for waste collection and separation across England.

These regulations aim to standardise recycling practices and enhance environmental sustainability. Key provisions include:

Separate Collection of Recyclable Waste Streams:

Waste collection authorities and collectors must collect the following recyclable waste streams separately:

  • Metal
  • Glass
  • Plastic
  • Paper and card
  • Food waste
  • Garden waste

However, certain combinations are permitted:

  • Metal, glass, plastic, and paper/card can be collected together.
  • Food and garden waste can be collected together.

These provisions are detailed in the regulations.

Micro-Firm Exemption:

Businesses classified as micro-firms (those with fewer than ten full-time equivalent employees as of March 31, 2025) are exempt from these requirements until March 31, 2027.

Implementation Timeline:

  • From March 31, 2025: The regulations apply to the collection of household waste from relevant non-domestic premises and industrial and commercial waste from business premises.
  • From March 31, 2026: The regulations extend to the collection of household waste from domestic premises.

The Regulatory Policy Committee reviewed the impact assessment for these regulations and provided a green-rated opinion, indicating a robust analysis of the expected costs and benefits.
